Several countries maintain universal health coverage, which implies responsibility to organize delivery formats of healthcare services and products for citizens. In Brazil, the health system has a principle of universal access for more than 30 years, but many deficiencies remain and the country observes a day practice for those seeking judicial decisions to determine provision of healthcare.

A escola é um espaço importantíssimo para o desenvolvimento de trabalhos e ações que envolvem a gestão de resíduos sólidos, tema cada vez mais discutido em trabalhos e eventos científicos. Com o objetivo de sensibilizar educandos para o problema, um grupo de bolsistas do Pibid Interdisciplinar – Educação ambiental realizou um experimento em que ações socioambientais foram propostas e desenvolvidas junto com educandos de uma escola parceira. As experiências vivenciadas no cotidiano escolar dos dois grupos tiveram como técnicas de coleta (...) de dados necessários à elaboração coletiva das ações, observações e oficinas teórico-práticas, em quatro encontros, nos quais o tema foi abordado teoricamente, através de exibição de documentários e realização de algumas dinâmicas. A ação resultante foi um trabalho de reciclagem com o reaproveitamento de materiais que seriam descartados, ao longo do qual ocorreram discussões que consistiam em uma problematização que, a partir da realidade dos alunos, tentava contribuir para que eles percebessem problemas ambientais presentes em seu dia a dia, convidando-os a refletir sobre os seus hábitos de consumo, a forma de descarte dos resíduos provenientes do seu ato de consumir e os prejuízos por eles causado na natureza. A vivência das crianças ciganas no mundo apresenta várias lacunas que vêm sendo estudadas por pesquisadores da área da sociologia, antropologia, psicologia e educação, com a intenção de compreender a forma como as escolas enfrentam o desafio de ensinar, com êxito, crianças de etnias diferentes. Discutir acerca da vida da criança cigana e o brincar no seu processo de escolarização frente aos olhos dos professores se constitui no nosso principal objetivo. A ênfase maior deste estudo está centrada na percepção dos (...) professores sobre a inserção das crianças ciganas no processo de escolarização na rede regular de ensino, assim como conhecer de que forma o lúdico está inserido no ambiente educacional e se vem contribuindo para diminuir o insucesso escolar de alunos/as de etnia cigana. As discussões feitas neste artigo contribuirão para o debate em busca de uma educação intercultural que valorize práticas lúdicas e partilhem a ideia de construir um futuro juntos e, consequentemente, com a construção de uma sociedade inclusiva e atuante. This review shows the various tools used to implemente the food quality system in food establishments. Presenting the various laws that subsidize this process, establishing criteria and instrumentes for a correct implementation of the quality system in order to offer adequate hygiene processes in the production of safe food, in addition to favoring the maintenance of companies in the consumer market. The implementation of food safety management systems such as Good Manufacturing Practices (GMP), Standard Operating Procedures (SOP) e Hazard Analysis (...) and Critical Control Points (HACCP), in order to guarantee the safety of the food served and portray the organization of the company. It is essential to implement these systems ensuring the quality of the servisse (planning, control and improvement). In order to achieve healthy criteria related to foodstuffs, it is necessary to implement quality programs as prerequisites of the Hazard Analysis System and Critical Control Points in food services. Regulating and inspecting are just a few points that guarantee food security, since food that does not pose a health hazard to consumers is considered safe. (shrink)

Mesmo diante do violento processo de desterritorialização vivido pelas inúmeras comunidades africanas no contexto da dominação colonial europeia, práticas e saberes ancestrais foram ressignificados e reelaborados de forma a impregnar o tecido social das culturas negras das Américas. Nesta perspectiva, este artigo insere-se em um conjunto de reflexões que visam exaltar a importância da preservação de memórias afrodiaspóricas no Brasil. Para tanto, particulariza-se um território negro no município de São Paulo, o bairro da Casa Verde na zona norte da cidade. (...) Com base na História oral e na pesquisa de campo, o objetivo central da presente pesquisa é sugerir possíveis traduções acerca da presença e permanência de ancestralidades negro-africanas na urbe paulistana a partir das narrativas compartilhadas e dos trabalhos de memória de Lucinda de Oliveira Marcelino. A colaboradora/narradora é filha de uma das fundadoras da Irmandade de São Benedito da Casa Verde, inaugurada em 1941. O acesso às memórias reconstruídas de Dona Lucinda permitem sinalizar a presença de práticas ancestrais marcadas por cosmovisões herdadas e protagonizadas por mulheres. Tais concepções constroem identidades afirmadas que singularizam as experiências negras na metrópole, expressando valores civilizacionais e extraocidentais comunitários fundamentais à humanidade. The basic assumption present in these articles is that naturalism is highly compatible with a wide range of relevant philosophical questions and that, regardless of the classical problems faced by the naturalist, the price paid in endorsing naturalism is lower than that paid by essentialist or supernaturalist theories. Yet, the reader will find a variety of approaches, from naturalism in Moral Philosophy and Epistemology to naturalism in the Philosophy of Language, Philosophy of Mind and of the Aesthetics.

O artigo verificou se após um programa de alfabetização, pessoas adulto-idosas com doenças crônicas apresentaram capacidade cognitiva à autonomia e autoconfiança aos cuidados de saúde. De método qualitativo na transversalidade com a pesquisa-ação, realizado no interior da Bahia com um grupo de mulheres, idade entre 53 a 73 anos, de um núcleo interdisciplinar de cuidados à saúde, todas com déficit de autocuidado potencializado pelo analfabetismo. Os resultados demonstraram que no ciclo vital tardio, mães/avós encontraram na alfabetização o empoderamento da cidadania (...) a da autogestão dos cuidados de si próprios. A prática educacional então, se tornou uma estratégia-chave à potencialização do letramento ao cuidado humano das pessoas relacionado à promoção de sua saúde. This paper is divided in two parts. At first, we show the different roles played by quotations all through Saint Augustin's De Magistro. We compare then the structure in which the text is established to the theory that is developed over there. From such a comparison, we can see that in the mentioned text a theory of language isn't philosophically fundamental and that a dialogue isn't the best way to reach the truth.Este artigo está dividido em duas partes. Primeiro, mostramos (...) os diferentes papéis das citações presentes no De Magistio, de Santo Agostinho. Depois, comparamos a estrutura em que o texto está disposto com a teoria que é aí desenvolvida. A partir de tal comparação, podemos ver que, nesse texto, uma teoria da linguagem não é filosoficamente fundamental e que o diálogo não é a melhor forma de alcançar a verdade. (shrink)

This article analyzes the importance of the Saints in the Brazilian popular Catholicism from the Cristian iconography. This study is done by a historical approach on how devotion to the saints expanded worldwide and became a point of discussion in the Church, and how this devotion, along with popular Catholicism, arrived in Brazil and was introduced in the life of indigenous people, black people and their descendants. A intervenção percorre a história dos atributos antonianos, iniciando-se pela figura e suas vestes: Menino de coro, Cónego regrante de Santo Agostinho e Franciscano. Analisa a evolução das vestes franciscanas e o caso único com adereços de Doutor. As primeiras representações portuguesas mostram António com o atributo da cruz, reveladora de um seguidor de Cristo pobre e crucificado. O livro aparece aberto ou fechado e caracteriza um depositário da doutrina evangélica. O Menino Jesus é atributo preferido desde o século XV. (...) Começa por aparecer sobre o peito e depois a aparição adopta variadíssimas posições em relação, muitas vezes, com o livro. A açucena, documentada desde quinhentos, torna-se mais habitual desde o século XVII. Estudam--se também os atributos por contaminação com Santo Antão Abade. Novos temas relacionam o Santo com as almas do Purgatório e com a devoção ao pão dos pobres, muito divulgada no século XIX. (shrink)

No anseio de compreender a verdade divina, Santo Anselmo, em seu Proslogion, desenvolve o célebre unum argumentum a respeito da existência de Deus. Na segunda parte da obra, ao expressar-se sobre os atributos divinos e sobre as antinomias que se lhe apresentam, o Doutor Magnífico surpreende o leitor com a revelação de que Deus é summe sensibilis — sumamente sensível. Parte-se então de duas visualizações: a possibilidade de Deus ser sensível em si mesmo (secundum se), ou em relação a nós (...) (secundum nos); isto é, da possibilidade de Deus sentir, embora carecendo de sentidos, e da possibilidade de O sentirmos, sendo Ele incorpóreo. Trata-se, neste ensaio, de tecer algumas considerações sobre O tribofe, de Arthur Azevedo, revista de ano de 1891, encenada pela primeira vez no Teatro Apolo, no Rio de Janeiro, em 1892. Por meio de uma análise contextual e dos procedimentos dramatúrgicos próprios ao gênero teatral das revistas de ano, pretende-se examinar de que forma é esboçado o retrato da jovem República brasileira, e o modo pelo qual a cena passa a ser um lugar privilegiado de crítica político-social das condições (...) de vida nas cidades do final do século XIX. Resumo Os estudos literários têm comumente recorrido a ferramentas auxiliares ligadas às ciências sociais, mormente à filosofia e à sociologia. Tal postura tem dado origem a análises interessantes a respeito do discurso literário como produto ideológico configurador de verdades coerentes e totalizantes no que concerne a grupos sociais diversos, o que envolve, freqüentemente, a prática de estigmatização desses na tessitura da engenharia social. Nesse contexto, o presente artigo pretende trabalhar com a representação das beatas valendo-se da análise da personagem Magdá (...) na obra naturalista O homem , de Aluísio Azevedo. Reconhecendo que a estigmatização dessa personagem religiosa tem sua gênese no esquadrinhamento do corpo, recorremos à "fala" saudosista de Magdá no intuito de analisar dialeticamente a relação entre religião, patologia e feminilidade na obra naturalista. Conclui-se que, apesar de a representação da personagem beata em O homem obedecer à lógica do positivismo científico então vigente, em que a saudade religiosa é compreendida como um dos principais elementos sintomáticos configuradores da psique doentia da mulher na obra em questão, essa pode se converter dentro de um movimento dialético em um elemento de referência na ressignificação das experiências místicas da personagem Magdá. Palavras-chave: Saudade religiosa; Literatura naturalista; Beata; Gênero e religião.Literary studies have frequently depended on auxiliary tools related to social sciences, mainly philosophy and sociology. Such position has produced relevant analyses regarding literary discourse as an ideological product that represents coherent and absolute truths concerning diverse social groups, which often involves the practice of stigmatization of the those groups in the structure of social engineering. In that context, this article focuses on the representation of devout women, based on the analysis of the character Magdá in Aluísio Azevedo's naturalist novel O homem. Recognizing that the source of Magdá's stigmatization is the scrutinizing of her body, we investigate Magdá's longing discourse in order to analyze dialectically the relation between religion, pathology and femininity in the text. We conclude that, although the representation of the devout woman in Azevedo's novel obeys the logic of 19 th-century scientific positivism, according to which religious longing is one of the main symptomatic elements of woman's mental illness, it can be converted, in a dialectic movement, into a reference element in the re-signification of the Magdá's mystical experiences. Esta obra traz ao leitor ensaios publicados ao longo de algumas décadas, alinhados a tradição brasileira de 'pensamento social'. Entre os vários intelectuais e pensadores analisados por Castro Santos, a obra de Gilberto Freyre, um dos maiores nomes de nosso tempo, mereceu atenção especial. Além do escritor pernambucano, todos os demais autores tratados neste livro revelam uma preocupação com o Brasil, uma intenção de 'reinventar' um país, gerar uma nação, criar metáforas de transformação social, converter idiomas e, regionalismos a (...) uma 'língua geral' de brasilidade. Nomes ilustres e obras hoje clássicas na tradição do pensamento social no Brasil passam pelo crivo do autor, sociólogo pertencente a geração que se voltou para grandes temas e cenários, sempre a cautelosa distância da excessiva especialização profissional dos dias atuais. Apesar da diversidade de perspectivas ou pontos de vista, os autores discutidos neste livro estão sempre a 'conjugar o futuro': a exemplo dos positivistas progressistas, como Pereira Barreto, ou dos agitadores das reformas na educação e saúde, como Azevedo Sodré, Arthur Neiva e Belisário Pena - esses últimos, figuras de destaque da Primeira República; por outro lado, em que pese a diversidade ainda maior de ideais e projetos, em autores como Gilberto Freyre e Sérgio Buarque de Holanda, ou na contribuição destacada de Antonio Candido, há sempre a preocupação de reinventarmo-nos (como já se disse deles), em um sentido que se poderia chamar totalizador. Isto é, trata-se de entender o país, retratá-lo, discutir projetos e novos caminhos. Na agenda intelectual da atualidade, aquela intenção não deveria jamais ser perdida. I hope to show that, although belief is subject to two quite robust forms of agency, "believing at will" is impossible; one cannot believe in the way one ordinarily acts. Further, the same is true of intention: although intention is subject to two quite robust forms of agency, the features of belief that render believing less than voluntary are present for intention, as well. It turns out, perhaps surprisingly, that you can no more intend at will than believe at will.

I first pose a challenge which, it seems to me, any philosophical account of forgiveness must meet: the account must be articulate and it must allow for forgiveness that is uncompromising. I then examine an account of forgiveness which appears to meet this challenge. Upon closer examination we discover that this account actually fails to meet the challenge—but it fails in very instructive ways. The account takes two missteps which seem to be taken by almost everyone discussing forgiveness. In 1939, the influential psychophysicist S. S. Stevens proposed definitional distinctions between the terms ‘number,’ ‘numerosity,’ and ‘numerousness.’ Although the definitions he proposed were adopted by syeveral psychophysicists and experimental psychologists in the 1940s and 1950s, they were almost forgotten in the subsequent decades, making room for what has been described as a “terminological chaos” in the field of numerical cognition. In this paper, I review Stevens’s distinctions to help bring order to this alleged chaos and to shed light on (...) two closely related questions: whether it is adequate to speak of a number sense and how philosophers can make sense of the claim by cognitive scientists that numbers are perceptual entities. Moreover, I offer further support to Stevens’s distinction between numerosity and numerousness by showing that they are relational properties that emerge through different relationships between agents and their environments. The final conclusion is that, by adopting Stevens’s distinctions, numbers do not need to be seen as perceptual entities, since the so-called number sense is better described as a sense of numerousness. According to a common misconception, Kant rejects rhetoric as worthy of no respect and neglects popularity as a dispensable accessory. Two recent publications on the communicative dimension of Kant’s conception and practice of philosophy represent a very solid rebuttal of such criticism. The books in question are Kant’s Philosophy of Communication by G. L. Ercolini and A linguagem em Kant. A linguagem de Kant edited by Monique Hulshof and Ubirajara Rancan de Azevedo Marques, especially in light of the long (...) chapter “Kant e a Questão da Popularidade e da Linguagem da Filosofia” by Leonel Ribeiro dos Santos (pp. 17- 69). What Ercolini’s monograph and Santos’ chapter have in common, is that they both argue that Kant does indeed value and practice both rhetoric and popularity. However, they differ from each other in that Ercolini lets Kant’s reflection on popularity derive from occasional factors, while Santos locates its origin at the heart of Kant’s critical project. In order fully to appreciate their novelty, these two contributions call for an overview of the state of research on the subject of Kant’s conception of rhetoric. Thus, before closely examining them, I will briefly outline the relevant scholarship by dividing it into the three classes of those who interpret Kant (a) as a skillful rhetorician, (b) as dismissive of rhetoric, and finally (c) as according rhetoric a moral function. Background and aims: Recent investigations have highlighted the value of neuropsychological testing for the assessment and screening of Alcohol-Related Brain Damage. The aim of the present study was to evaluate the suitability of the Addenbrooke’s Cognitive Examination and the Repeatable Battery for the Assessment of Neuropsychological Status for this purpose. Methods: Comparing 28 participants with ARBD and 30 alcohol-dependent participants without ARBD we calculated Area Under the Curve statistics, sensitivity and specificity values, base-rate adjusted predictive values, and likelihood ratios for (...) both tests. Results: High levels of screening accuracy were found for the total scores of both the ACE-III and RBANS at multiple cut-off points. Removing participants with a history of polysubstance from the samples improved the diagnostic capabilities of the RBANS substantially, while only minor improvements to the ACE-III’s accuracy were observed. Conclusions: Overall, both the ACE-III and RBANS are suitable tools for ARBD screening within an alcohol-dependent population, though the RBANS is the superior of the two. Clinicians using these tools for ARBD screening should be cautious of false-positive outcomes and should therefore combine them with other assessment methods and more detailed neuropsychological testing before reaching diagnostic decisions. In the classical Turing test, participants are challenged to tell whether they are interacting with another human being or with a machine. The way the interaction takes place is not direct, but a distant conversation through computer screen messages. Basic forms of interaction are face-to-face and embodied, context-dependent and based on the detection of reciprocal sensorimotor contingencies. Our idea is that interaction detection requires the integration of proprioceptive and interoceptive patterns with sensorimotor patterns, within quite short time lapses, so that (...) they appear as mutually contingent, as reciprocal. In other words, the experience of interaction takes place when sensorimotor patterns are contingent upon one’s own movements, and vice versa. I react to your movement, you react to mine. When I notice both components, I come to experience an interaction. Therefore, we designed a “minimal” Turing test to investigate how much information is required to detect these reciprocal sensorimotor contingencies. Using a new version of the perceptual crossing paradigm, we tested whether participants resorted to interaction detection to tell apart human from machine agents in repeated encounters with these agents. In two studies, we presented participants with movements of a human agent, either online or offline, and movements of a computerized oscillatory agent in three different blocks. In each block, either auditory or audiovisual feedback was provided along each trial. Analysis of participants’ explicit responses and of the implicit information subsumed in the dynamics of their series will reveal evidence that participants use the reciprocal sensorimotor contingencies within short time windows. For a machine to pass this minimal Turing test, it should be able to generate this sort of reciprocal contingencies. (shrink)

Author of "Kubla Khan" and the epic "The Rime of the Ancient Mariner," Samuel Taylor Coleridge is remembered principally for his contributions as a romantic poet. This innovative reconsideration of Coleridge's thought and career not only demonstrates his importance as a philosopher but also recovers romanticism as both an aesthetic and a political movement. Pamela Edwards radically departs from classic theories of Coleridge's development and reads his writing within the framework of a constantly shifting political and social landscape. Drawing on (...) the ideology, rhetoric, and institutional theory at the turn of the late British Enlightenment, Edwards unearths the fundamental continuities in Coleridge's writing during the revolutionary period of 1794 to 1834, paying particular attention to the rhetoric of Coleridge's pamphlet and miscellaneous writings, the journalism of the Napoleonic years, his philosophical and ultimately political treatises within the contexts of his notebooks and letters, and his readings and intellectual friendships. What emerges is a clearer understanding of Coleridge's political philosophy and his contributions to the origins and ideology of British Liberalism. Coleridge's interest in history, nature, and law as inherently interconnected projects producing an ideal or scientific reading of society reveals a developed progressive social and cultural state theory anchored in individual conscience, moral autonomy, and a civic and participatory human agency. If the Statesman could understand and finally master this scientific view of the world, he would be able not only to adjust political and social institutions to comprehend the historical contingencies of the moment but to see through the problem of the moment to the dynamic of change itself. LA ÉTICA DE EDMUND HUSSERL trata de recoger la doctrina ética de Edmund Husserl (1859–1938), con la idea de dar a conocer el contenido moral que encierra la rica obra husserliana. Además, constituye una buena introducción a quienes se aproximan a la filosofía del fundador de la fenomenología, y un buen servicio incluso para quienes ya conocen su pensamiento solamente en relación con la teoría del conocimiento o con la lógica. Concretamente, la ética de Husserl —en un cuidado y ajustado (...) equilibrio entre el papel de la razón, el de la voluntad y el del sentimiento— ofrece la posibilidad de rescatar la afectividad del sentimentalismo ciego e instintivo sin caer en el extremo contrario del racionalismo inhumano; enseña cómo tomar libre y realmente nuestra vida en nuestras propias manos y dirigirnos a un ideal personal; muestra cómo comportarnos con nuestros semejantes reconociéndolos en su verdadera dignidad, y cómo podemos ayudarnos los unos a los otros. Y para todo ello, en fin, nos proporciona el suelo seguro de la experiencia interna evidente, resistente a toda crítica procedente de la ciencia empírica o del cinismo posmoderno. La exposición del discurso ético pasa necesariamente por meandros psicológicos y antropológicos, como no podía ser de otra manera. De modo que la doctrina moral de Husserl desvela asimismo e inseparablemente un sustancioso contenido psicológico y antropológico. A good number of people currently thinking and writing about reasons identify a reason as a consideration that counts in favor of an action or attitude.1 I will argue that using this as our fundamental account of what a reason is generates a fairly deep and recalcitrant ambiguity; this account fails to distinguish between two quite different sets of considerations that count in favor of certain attitudes, only one of which are the “proper” or “appropriate” kind of reason for them. Many assume that we can be responsible only what is voluntary. This leads to puzzlement about our responsibility for our beliefs, since beliefs seem not to be voluntary. I argue against the initial assumption, presenting an account of responsibility and of voluntariness according to which, not only is voluntariness not required for responsibility, but the feature which renders an attitude a fundamental object of responsibility (that the attitude embodies one’s take on the world and one’s place in it) also guarantees (...) that it could not be voluntary. It turns out, then, that, for failing to be voluntary, beliefs are a central example of the sort of thing for which we are most fundamentally responsible. (shrink)

Resumo Este artigo tem como objetivo divulgar os resultados da pesquisa realizada no mestrado em Ciências da Religião da UCG/GO (2004). O objeto desta pesquisa foi o de compreender os motivos que levaram as trabalhadoras em educação portadoras da síndrome de burnout e de depressão que atuam na educação pública no município de Goiânia a buscarem tratamento espiritual no espiritismo. Que papel a religião desempenha na busca da saúde? Por que as trabalhadoras em educação buscam o espiritismo como forma de (...) tratamento da síndrome de burnout e de depressão? A metodologia que aplicamos na pesquisa partiu do olhar das entrevistadas, dos pesquisadores e do espiritismo, por meio de uma abordagem qualitativa e fenomenológica. This article is an ethnographic analysis of the mutuality that is possible in relationships between caregivers and women with intellectual disabilities who live together in L'Arche homes. Creating mutuality through which both parties grow and exercise agency requires that caregivers learn to negotiate delicate power relations connected to the physics of care and to reframe dominant stereotypes of disability. This helps them to support the women with intellectual disabilities to name and achieve their desires.

The perception of being located within one’s body is an essential feature of everyday self-experience. However, by manipulating exteroceptive input, healthy participants can easily be induced to perceive themselves as being spatially dislocated from their physical bodies. It has previously been suggested that interoception, i.e., the processing of inner physiological signals, contributes to the stability of body representations; however, this relationship has not previously been tested for different dimensions of interoception and bodily self-location. In the present study, using an advanced (...) automatized setup, we systematically manipulated participants’ perspective of their own body as well as the synchrony of visuotactile stimulation. The malleability of bodily self-location was assessed using a questionnaire targeting in-body and out-of-body experiences. Participants also performed a heartbeat discrimination task to assess their interoceptive accuracy, interoceptive sensibility, and interoceptive awareness. Bodily self-location was significantly influenced by perspective, with third-person perspective being associated with stronger out-of-body experiences compared to first-person perspective. Furthermore, there was a significant perspective × stimulation interaction, with subsequent analyses showing that participants reported out-of-body experiences particularly under third-person perspective combined with synchronous visuotactile stimulation. Correlation and regression analyses revealed that meta-cognitive interoceptive awareness was specifically and negatively related to the exteroceptively mediated malleability of body experiences. These results indicate that the perception of the self being located within one’s body relies on the interaction of exteroceptive input and higher-order interoceptive abilities. This has implications for theoretical considerations about the bodily self in health as well as for the understanding of disturbed bodily self-processing in clinical contexts. (shrink)

Gender, Power and Sexuality is a collection of original and exciting articles by well-known feminists which makes a major contribution to our understanding of the ways in which men exercise control over girls and women in their daily lives, in the home, at school, at work and in the courts. Women are seen to resent and challenge male power, but, the institutionalisation of male power is shown to mitigate against women taking control over their own lives.

A partir da análise dos pressupostos teórico-sociais que ligam o relato inicial de Habermas acerca da esfera pública ao enquadramento westfaliano do espaço público, Nancy Fraser propõe a necessidade de uma reestruturação da esfera pública a partir de um enquadramento transnacional, diante da existência de arenas discursivas que transbordam os limites do Estado Nação, com forte influência na realidade social. Neste contexto, Fraser enfatiza que o conceito de esfera pública foi desenvolvido não apenas para compreender os fluxos de comunicação, mas (...) também para contribuir com uma teoria política normativa da democracia. Nessa teoria, uma esfera pública é concebida como um espaço para a geração comunicativa da opinião pública. Na medida em que o processo é inclusivo e justo, a publicidade deve desacreditar pontos de vista que não podem resistir ao escrutínio crítico, com o propósito de garantir a legitimidade daqueles que participam do processo. Assim, importa quem participa e em que condições. Nestes termos, duas ideias são centrais para a análise da esfera pública: legitimidade normativa e a eficácia política da opinião pública. A ausência desses elementos torna o conceito vazio de crítica e ação política, de acordo com Fraser. Portanto, a autora busca repensar a teoria da esfera pública habermasiana, que é implicitamente guiada por um imaginário político westfaliano, uma visão que não mais corresponde à realidade globalizada contemporânea. The scope of this article is to propose a reflection about the concept of citizenship presented by Aristotle in his work “Politics”, and which people were considered citizens then in comparison to nowadays. There is no intention to make a deep historical assessment about the particularities of each period of time, but analyse the characteristics which kept some groups inside of the political life and as well kept other groups away from it, in order to demonstrate how strong is the (...) maintenance of the estrangement between people who achieve everything is possible to, whereas other groups cannot achieve even what is deemed to be worthy by law. In this paper I consider fairness of blaming a wrongdoer. In particular, I consider the claim that blaming a wrongdoer can be unfair because blame has a certain characteristic force, a force which is not fairly imposed upon the wrongdoer unless certain conditions are met--unless, e.g., the wrongdoer could have done otherwise, or unless she is someone capable of having done right, or unless she is able to control her behavior by the light of moral reasons. While agreeing that blame (...) has a characteristic force, I am skeptical of this charge of unfairness. My skepticism concerns itself less with the particular conditions of fairness proposed than with the idea that blame can be rendered unfair by its characteristic force. If to blame a person were simply to perform certain intentional actions, then, as we will see, blame could be rendered unfair by its force. But to blame a person is not just to act in certain ways. It is, at least in large part, to make certain judgments or adopt certain attitudes. However, it is unclear how these attitudes or judgments carry "force"? and also unclear whether they can be rendered unfair by their force. Examining these issues, I will suggest that much of the force of blame is found in a set of judgments--most centrally, the judgment that one person failed to show proper regard for others. But, I will argue, once it is granted that such judgments are true, their characteristic force cannot render them unfair. (shrink)

A common line of thought claims that we are responsible for ourselves and our actions, while less sophisticated creatures are not, because we are, and they are not, self-aware. Our self-awareness is thought to provide us with a kind of control over ourselves that they lack: we can reflect upon ourselves, upon our thoughts and actions, and so ensure that they are as we would have them to be. Thus, our capacity for reflection provides us with the control over ourselves (...) that grounds our responsibility. I argue that this thought is subtly, but badly, confused. It uses, as its model for the control that grounds our responsibility, the kind of control we exercise over ordinary objects and over our own voluntary actions: we represent to ourselves what to do or how to change things, and then we bring about that which we represent. But we cannot use this model to explain our responsibility for ourselves and our actions: if there is a question about why or how we are responsible for ourselves and our actions, it cannot be answered by appeal to a sophisticated, self-directed action. There must be some more fundamental account of how or why we are responsible. I replace the usual account with a novel but natural view: responsible mental activity can be modeled, not as an ordinary action, but as the settling of a question. This shift will require abandoning the tempting but troublesome thought that responsible activity involves discretion and awareness—which, I argue, we must abandon in any case. (shrink)
